Sub-Regional Training Session REMPEC / MOIG:
the International Maritime Organization (IMO) through its Integrated Technical Cooperation Programme (ITCP) and the Mediterranean Oil Industry Group (MOIG) held a sub-regional train the trainer course on oiled shoreline assessment at the International Centre for Environmental Technologies of Tunis (CITET) in Tunis from 12 to 14 October 2010.
This training was organized by the Ministry of Environment and Sustainable Development of Tunisia, in collaboration with the Regional Marine Pollution Emergency Response Centre for the Mediterranean Sea (REMPEC) and the Mediterranean Oil Industry Group (MOIG).
The training session is being organized as a result of the development of guidelines for the evaluation of Mediterranean coastline polluted by hydrocarbons, which was developed under the Business Plan of the Mediterranean Technical Working Group (MTWG) which may be downloaded from the website (www.rempec.org) in the section titled ‘Documentation / Publications’.
The guidelines have been developed in order to harmonize the assessment of coastal regions and facilitate the information exchange in times of crisis.
The aim of the session was to train field staff that, in case of pollution, would join the team that would conduct the assessment missions in the oiled coasts. Generally, this team consists mainly of:
• a person who can demonstrate experience in this type of intervention, having knowledge of the coastal studies and able to quickly identify and document cases of coastal pollution by hydrocarbons and to identify practical and logistical problems of possible cleaning actions,
• a person aware of the ecological sensitivities of the affected area, and who can provide advice on priorities, constraints and environmental outcomes in real time
• in historical or archaeological areas, a specialist who can advise on precautions to take and the constraints involved in the protection of such resources.
The team members may come from very different organizations but more often they include:
• staff from the Agency of Conservation of Nature
• environmental experts, from industry or government services such as civil protection or the Ministry of Equipment,
• remediation companies, and
• Representatives of municipalities or local authorities.
This training of trainers was designed to provide participants with the knowledge necessary to organize more training at local level in order to share knowledge when returned to their respective areas, and to train in each region of the Algerian, Moroccan and Tunisian Coastlines teams of oiled shorelines assessments.
